Are CPT 21365 and CPT 21390 mutually exclusive? Is there a modifier I can add to either to get paid on both, as both were performed during the same surgery?

21365 - Open treatment of complicated fracture(s) of malar area, etc.
21390 - Open treatment of orbital floor blowout fracture; periorbital approach, with alloplastic or other implant
You may consider the use of modifier 51 which stands for: multiple procedures
